Rockland is one of the states of America, and the United States law governs much of its politics on democratic participation of those general elections. The rules and regulations for seeking an elective position are stipulated in what is known as the running for office Guidebook. This gives all the candidates a set of rules which they must follow if they are looking forward to holding public positions. It all starts by enrolling in the party of your choice which you are seeking for election. You are required to a resident of the state where you want to vie. That means of you want to seek an elective position in Rockland county executive democratic primary, you should be a resident of the same county.

The nominations of any candidate if any party is carried out in the primaries or the caucus. The nominations are supposed to start from the village where one resides through the village political party. That means that one has to be an enrolled member of the party from the grassroots levels.

There are times that the political parties may choose to nominate someone who is not a member of this party but before they do that they must file a certificate of authorization. The certificate must be authorized and signed by the presiding officer and the secretary of this meeting that decided to give such authority. Those who are seeking judicial office positions are not required to file such authorization certificate.

At other times there could be some candidates who are seeking elections not supported by any political party. The independent candidates must not be members or affiliated to or participated in any political party. They must also be qualified voters. They are supposed to sign independent nomination petition papers which are supposed to be filed with the board of elections.

Such private candidates must sign forms giving all their information as per the state law. The information included in the forms is the name of that candidate, the date of the election, the position sought. Other details include the residential address of that candidate, postal address and a team known as the committee to sign the form and have a witness to the signing of the same.

The petition may include the committee of not more than three persons, but after the form that provides for the signatures, the rest of the information can be forwarded by someone else other than the candidate. The pages for a petition must be filed in a sequence and fastened together in that sequence.

The petitions are supposed to be filed with the board of elections in specified times. The submissions are supposed to be done only during working hours and deadlines adhered to. If the last day for submitting papers falls on a nonworking day, the next working day becomes the deadline for the same.

The state controls the funding and the expenditure of these political parties. All the candidates and all the political committees are expected by law to disclose all the contributions received by the parties and how the funds are spent regarding the election. All the information regarding the conduct of these political parties as well as anyone participating in elections is given in by the board of elections and availed through the county board of elections.
